Do you need to be licensed...

I am trying to close out my fathers business and I believe that the best way to do so is to sell as a package deal. My question is this: Are there regulations in Texas that forbid me from selling to an unlicensed person? I have a potential buyer who is learning the trade, but not yet licensed. I am hesitant to deal with him because I dont know the effect it could have if he begins practicing just because he has the tools.

there is some information.. selling a business to an unlicensed person ? are you just selling the inventory and tools ? or are you selling the business name + any " goodwill" and other intangibles?
If just selling inventory and tools .. I don't understand how that would become your problem, If selling the Business ,well you are getting into a gray area.
Best to contact an attorney .. don't contact the police/ city / government.. they are working in their own interest and will tell you you have to spend money / meet their reqirements.

Call your local Home Depot ask for the contractors desk. Ask if they can order you a key cutting machine, various lock inventory , and tools. If yes without restrictions ( can't imagine there would be) then you are good to go .. If some overpaid/ city/ county / government official gives you any trouble ( like where is your buyer's license) ask why home depot can sell the same items without restrictions.

I read the laws you sent me links to. They kind of conflict in a couple of spots but basically they said places like home depot can sell locks that they stock and cut keys but that's about the extent. If they wanted they could also offer repairs on only what they sell. I am gonna go ahead and list it for sale. I am not claiming to offer locksmith services and I am not selling a business, so I dont see where I am breaking any laws
