Illegal to sell tools to open high security locks?

Hello

Is it illegal to produce or sell special tools to open high security locks?
(for example to open the Fichet F3D lock)
I've seen that there exist special tools to open high security car locks.

Heh, tricky question. Sometimes yes, sometimes no. It varies state by state on what they are legally considered, it'd likely be best to do a legal search of the laws where you are. Sorry to not be more helpful.
