I brought the tool from Locksmith Supplies on the other side of the city, cost me 30 bucks for the tool and the job paid 20, but the tool is an investment, like plug followers and screw drivers and picks for that matter. But picks are just fun. But with that tool i brought anyone who works with the euro (yoke) style locks you NEED the tool, makes it a breeze.

the tool is what ive used for years but there is another way to do it
you get your dowel from the hardware cut it into bits just smaller than the gap were the cam sits and grab 2 keys take the circlips off put both keys in the cyl pull the plugs out enough for the cam to drop out and then put each bit of small dowel in stacking them one behind the other until the plug is out the you can use a normal follower and push it through and out the other side removing the othe plug and when you are finished rekeying do it all again backwards ta da the tool is better though
