Chinese Padlock Problem

I have a laminated Chinese padlock I bought at wally world. The shackle on this lock is longish at 2 1/8" the lock body is about 1 5/8" wide. The only markings on the lock are "Hardened" on the shackle and "40mm Made in China" on the bottom. The problem I'm having is I can't get any of the pins to bind. Not a single pin. I've tried putting my tension wrench in various places, top of key way, bottom of key way, tried applying tension up and down. I've tried varying the tension from just laying my finger on the tension wrench up to putting a large bend in the wrench. Nothing works. I'm not upset that I can't open the lock, but I would hope to get at least one pin to bind.

i find most cheap locks are this way and arent the best for learning spp techniques.

usually they open with a tight fitting wrench which you wiggle a bit whilst raking.

eventually they bugger up too

Seems this fell by the wayside, but I actually have a lock eerily similar to this. It's a 40mm laminated lock that says "NAVY" on it (a buddy of mine got it in bootcamp).

I have the key for it and it opens just fine, but the awkward part of this is that when the lock is opened, I can't pull the key out. I have to lock the shackle back in place before the key is able to come out.

Would that pose a problem when trying to pick the lock? I've tried SPP/raking and nothing has worked. I'm just trying to get more information about it as it's the first of a few to stump me in the relatively new interest of mine.

I figured it out. I noticed that when I put the tension wrench (paperclip wrench lol) in the bottom of the key hole, it didn't move...at all. So I played around a bit, already knowing about TOK tension and decided to make a wrench small enough to apply torque at the TOK. After that, I could feel the pins start to bind and then picked the lock open in a matter of seconds. I doubt there are any spool pins or anything in it because I haven't gotten a false set yet. Hope this helps!
