Sounds like your talking about a inline tap... Oh shi... I said too much already. ;)

And re: the auto cable cutter for bikes- you know they do have a tool like that already in the industrial and Fire services field.. ;) One is hydraulic, (fire one) the other is household powered. (industrial model)

You'd need something that could run slow, with a high torque, and a compression "vice grip" on each side of the cutting head..

Then cycle away all serious, with his cape going everywhere. t'wood make my day.

By the way (and sorry for the double post), most bikes ( including my own last term :'( ) are nicked in the middle of the day with bolt cutters.
When i told the fuzz that my bike had been nicked, they said 'So? What do you want us to do about it?'. There was just no way of finding out who nicked it, despite all the cameras and whatnot.

Reminds me of the conversation between the cops in the movie Superbad:

ok lets not let this post fade away,and remember you asked for crazy thoughts,
most people here seem to be cleverly disguised as responsible adults,most. So i am sure this is some thing we could work out,( in theory anyway )looking at the problem: picking and simultaneous decoding,break that down :arrow: picking is the easy bit in this problem ,so we need to work out how to decoder a picked lock,and then some how combined the two,correct ,now i have had a bit of a search around for decoding ,not many options out there, Sputnik and the one john falle knocked up for the CIA. So i am thinking we need to somewhat copy the john falle job http://ericschmiedl.com/locks/index3.html
Ok so bear with me here and use you imagination, for the key blank we cut down the key with only one point at the front and then attach a needle ,like the ones they use for piercings,thats sightly up curved that we can run a single wirer in ,then we have to mark the side of the key blank with the pin spacing on it ,because we are only using one wire we have to move the key out of the key way and measure one pin at a time.(in a lock thats already picked and the plug rotated) ok are you following me so far
this modified key blank then has to be mounted onto a modified digital caliper,the key has to attach the front of the caliper and the wire to the back of the caliper.
the caliper would have to be pushed closed for the wire the have travel ,to reach the pins, It makes sense to me and i think it would work,i already have it half built sort of I will have a another go at constructing this crazy thought of mine ,just waiting for some more calipers to turn up from deal extreme and needles from ebay ,i shall report back with my findings

I feel like the best solution would be a modification on manipulation based impressioning...perhaps a specialized device to do so pin by pin decoding the entire lock for you. then either cut a key or have a manipulated device operated on that data to turn the now decoded lock for you.
The BiLock isn't the first bump proof pin tumbler because it isn't a pin tumbler.
And it's called a shear line, not a "sheerline".
