My understanding is that a locksmith can cut replacement keys from the key code number right in their shop. If a locksmith can cut the key then going to a local locksmith might be my best bet on getting this situation resolved in a timely manner.

If going to a local locksmith shop (and dont just call the first locksmith in the phone book, find a real mobile or brick and mortal locksmith who is a member of ALOA) or if going in person to a shop, bring ID, letter head and photos of the locks with you, and bring you and someone else in person or have the locksmith come out and say you need a lock picked, but not drilled, and keys cut by code. Since it is for infrastructure, some locksmiths may be weary because they don't want someone derailing a train by messing with locks, even if your spur is not connected to the main rails in the area.. I'm sure you know what I'm saying.
Or get friendly with the company who owns the locks, and by friendly, I mean have your lawyer write them a letter that they have 30 days to remove the locks, or they will be cut off and your organization will not be responsible for replacing them. Unfortunately, sometimes things like this have to be done.
Another thing to do is get a legit local locksmith to come out, show him the locks, tell him the situation about cancelling the contract, and have him pick the locks off, he wont make you a key, just charge you to pick the locks, then you can leave them unlocked on a shelf and lock your signalling up with your own padlocks. He should be able to come out and pick those locks for under $100 for the drive out and the labor.
