I would most certainly avoid this tool, as well... It looks a little cheap and doesn't appear to be anything more than a housing unit with a double ball... I would assume the cylidrical assembly restricts movement to a central Y-axis, which puts less strain on the pick and the lock assembly themselves.
But thats just my spatial thinking coming into play... If it were indeed used for a "Club" type security device, which are saddly behind the times as far as technology is concerned, WAY over kill for such a elementary lock mechanism.
If I were to make such a device that combined a pick and an assembly like that, I'd use a spring-loaded spinner (Maybe somehthing like a SouthOrd) and the pick... That would seem like a better combination for a tool of that nature... Possibly with interchangeable diameters for the spinner span, as to accomodate the different keyway hights and such.
Maybe I'll use a Milling Machine and Lathe to fab something like that? Who knows.
