There is an opening in the roof but i am afraid i not getting out of there when i am in so now to the case i have made a photocrap of the lock and i thougt it was a Lever tumbler lock or some sort,
But now i would like to know how to get it to open whit out the original key,

To cut a long rant short, you don't open locks that don't belong to you, whether they're being used or not. Ask someone at town hall (or whatever passes for it there) whether you can cut the lock off if it's on public property, then you can play around with it all you like.

It's locked for a reason. If you don't have a key you don't belong there.
