I'm trying to open a trigger lock with a Brockhage pick gun. I just got it. It seems like maybe the pick itself is too "tall" and is not sitting free when inserted (it is putting a little pressure on the pins). Is that normal or a problem?

It's a problem. The needle shouldn't be lifting any of the pins when inserted. Besides, a pickgun is like quail hunting with a full on tactical air strike. Total overkill. Just pull out your smallest short hook and pick the lock. Trigger locks are designed to prevent immediate access to the trigger, not perma lock you from your gun. Usually the lowest of low security. You need a larger keyway to learn with the pick gun. Do yourself a favour by not using your front door though, as you will rapidly be wearing out whatever lock you practice on. Good lock pickers are collectors, so check out your local shop or hardware store for a cheap rim lock to destroy with the gun, and get something like a Kwikset, or whatever padlock catches your fancy to practice using your hand tools.
