Could you make an electric pick out of an electric toothbrush?
An electric toothbrush wouldn't be that loud.
It's rechargeable and portable.

Personally, I dislike electric picks. I bought one and ended
up tossing it into the trash, literally.

But hey, if it works for you, use it!

LockDoc, there are a few electric toothbrush pics that Ive seen online, and they work alright, but not as well as something purpose built.

Kieth, if you're still paying attention to this thread, I really liked AltaShots idea of a pool noodle. The best thing for sound dissipation is air. pool noodles are spongey and work great, but only in 2 dimensions, you still need to block off the front and the back. I thick comforter (not blanket, something with insulation and air) or actual fiberglass insulation mat would work great. The biggest thing is you want something fluffy, and that covers the pick in all directions.

i wonder if you could wrap it in foam rubber like they do on tv when they are trying to steal something in the middle of the night ive seen em do it with 1/2 inch drill hammers so it must work as long as heat isnt a problem?
