Looks like it MAY be a 2 in 1 pick for the "laser cut keys" car locks.

Its an abloy decoder for sure (just look at the filename for example), but i'm wondering how it does apply tension. I see only one tip.

EDIT: Oh. I just have to watch carefully. There are two tips. The tip that is used to spin the disks invidually is just so small that i had to zoom the image. So this question is solved now. Thanks for replies.
