Help with Lock ID

ive been to 3 lock changes where they have had no nails in, i had to chisel lock out, took an hour to get lock out.

ive come to plenty with nails in instead of screws.

I,ve seen locks bedded in fire paste as they have all are bedded in that at pictures at Hatfield and Peterborough due to fire regs and sound transmission

Some of the stuff I've seen done makes me think that lockpicking tools should be easily available but saws, hammers, drills and glue should be licenced!!
