It's been almost 20 years since I was last a phpBB admin, but I seem to recall that there was a setting to limit the rate of new member posts for some period after joining. If that's still a thing, would that be something worth looking into, considering we've now had a couple of these in just the span of a few days?

I don't know why they think spamming is productive, like anyone would trust them for anything.
