I did the Foley-Belsaw and ICS Canada (Penn Foster) courses. Both were excellent for beginners but I learned a lot more from Foley-Belsaw. I would call PCDI and make sure you get tools, etc. with the course. Most "theory-only" courses (e.g. Stratford in Canada) are just photocopies of Bill Philip's locksmithing books.

P.S. The key duplicator you get from ICS is total junk. The FB one is quite good for the money.

Off Craigslist I got a Foley-Belsaw key machine with the code cutter function - an .003 pinning kit - A Kypton light (for seeing in tight places) - a set off auto lock out tools - and 500 auto, home, and other misc key blanks, all for $150.

The key machine is so simple in design, but it works pretty good.
