Buy from a Locksmith?

As the title says, can I buy from a locksmith, I'm talking about pins and tumblers, springs, and stuff like that. Most likely this will be personal preference of the locksmith(s), also if someone can throw in a bonus and tell me what are the rules/laws of retailing in locksmithing? Give me examples;

It would be up to the locksmith.. I don't know of any juristiction that prohibits the sale of lock hardware.

Different areas have different laws covering specific tools ( HINT: fill in your location !)

Some locksmiths will and some will not. I have had a few locksmiths say no to me when I asked if i could buy pins. I found one locksmith that would but he wanted $2.50 per pin so at that cost i tought maybe i will just order a pin kit.
