Are you a working locksmith? Have you ever picked any lock successfully using manual piCks, a mechanical piCk gun, or an EPG? If you haven't ever picked before, then why do you have all that equipment, and are you picking a lock for a customer that is hanging on a shed or gate or just for fun as lockpicking practice? If you're just doing this for a hobby, you don't need an EPG or a pick gun.
If you need to get it open for the customer, cut it and sell them another padlock.
As far as what are you doing wrong? If you couldn't open it using any of those tools, you probably don't have much experience in picking. Many people think that lock picks are like some super master key that you just insert into any lock on earth and the lock opens. Picks still take time and practice to learn. They are not automatic, and they are not fool proof.
If the lock does have mushroom pins, then lower the amount of tension you are using for any of the methods you listed. Perhaps you're trying to turn the plug the wrong way. Some padlocks only open clockwise.
