How to open this lock,what a instrument i must use.

That is a Mul-T-Lock or derivative thereof. Hard to pick unless you have intimate knowledge of the lock or are proficient in picking locks. Take it to a locksmith.
Some things may be pick proof, but everything can be bypassed....

Looks like a Dom IX with a gear instead of the cam...
I've never heard of a Lince lock.
