To open these types of locks, you need to pull on the shackle really hard and start turning the wheels. The wheels will bind at the correct number because of all the tension. By the time you get through all the numbers, viola, it is opened...
If all fails, use nitroglycerine.

What do you mean by "bind". Cause they will sometimes move when I pull.

Okay, I figured it out, when you get to the correct number, the shackle will move in the direction it's being pulled ever so sleightly. Now, all you have to do is do this till it opens, feeling for the movement in the shackle.

boy he would have gotten it open sooner if he realized that is what you meant shrub...

All the usual ways should work on it, seasame decoding, pulling on the shakle etc,

Anyways for the cheaper locks that works, for the not-so-cheap ones you can turn em all day pulling on shackle Mrwaterbuffalo.

On some locks like that you can drill small holes between the dials and you can them line up the cams to the flat spots inside the lock. When all the flat spots are lined up add 7 to whatever each number on the dial is. So if the dial says 6-4-2. The combination is 3-1-9. The holes can then be filled with JBWeld of something similar.

is there any way to change the combo on a master padlock or similar master combo lock?

I would assume that if there were a way, I'd have read about it by now, but it wouldn't hurt to ask.

yea...cut open the master lock
switch the disks with other disks from another master lock
(or flip the disks around)
and VOILA
a changed combo
(and a cut up lock)
