I see that there are alot of different difficulties in locks. Mostly when I see them I've been just going by price. As I explore this site however I've been seeing alot of "lock names" such as: 'Master #3 and #21'. What exactly are these. Is it the name that appears on the packaging or something different?

Master #3 and Master #21 refer to MasterLock model numbers. The number is usually printed on the bottom of the lock (e.g., "No. 3"). The MasterLock Technical Manual has a lot more information than the marketing summary on their consumer website.
