Do you have to file the keys to a #9 depth or just use a key from that lock style?

Not quite sure what you're asking to be honest

I filed a key that came with the lock to #9 cuts if that's what you mean

better if you file down to like a 9 1/2 cut. if the lock has a 9 pin in it ,it will not work with just a 9 cut on the blank.

Indeed, or if you have a working key for the lock file it down to the deepest cut which is on there, and then go slightly lower.
