I think the way it is worded right now is good.
Just tell the officer about the keys before you are placed under arrest and you won't be in possession of them once you are under arrest.
Anyone that has the keys for good reason doesn't get in trouble, and those that are hiding keys out on their body will get what they deserve...

Everyone's kinda missing the point, which is you don't need a handcuff key (and hence all the trouble associated with it)...... you simply need to have a bulldog clip clipped onto your waist line at the small of your back.
If the person searching you confiscates it, so be it, otherwise you can use it to release the cuffs. Keys? Who needs keys? We're lockpickers....

I wouldn't much worry about it, but yeah, to be safe, you're probably right. That's worded as one of those "catchall" laws that they could charge you for anything including eating cereal with

You need to find a site where you can host the file such as geocities. Then you link to the file using the [ url ] and [ /url ] (without the spaces) tags in your post.

ok I just finished reading this and I started to wonder, even if you did get the cuffs off (no matter how you did), what would you do? you could try to run away but they would probably catch up with you. Then you would be not only charged with the original offense but now resisting arrest.

This is why everyone here should be remembering that this discussion is entirely academic. Nobody should be popping their way out of handcuffs on a lawful arrest just to show how badass they are.
Maybe if you're actually a major felon trying to effect an escape, but in that case, your problems are much larger than this anyway...

Knowing how to pick a handcuff lock is just like knowing how to pick any other lock. You have to use the knowledge responsibly. You shouldn't be popping your way out of handcuffs anymore than you should be picking your neighbour's back door to steal their shiny new Alienware laptop.
On a side note, what's a PR-24?

Side-handle baton. Pretty common carry item with uniformed police around here (usually it's either that or a collapsible ASP baton); I dunno if they use 'em up in Canuckistan. Kinda like an Okinawan tonfa, if you're familiar with that.

yesterday, someone was throwing out a cheap naugahye awol bag, it had a zipper with one of those zipper pulls on it that locks the zipper under a little hasp with a pop up latch. the key hole had a center post in it. I looked inside the thing, and there was only a tiny key in the internal zipper pocket, it said "presto" on it. the working end looked a lot like a handcuff key, so I took it home and tried it on a set of handcuffs, it needed the key blade thinned a little and shortened, and a bit of width taken off, now I have a handcuff key that is half the size of the normal handcuff key, it wont double lock them because it dosnet have the poker part, but it will unlock any double locked handcuff. The key has a bow that is trifoil shaped and about the size of the little finger nail.  It took a very little bit of filing to make it fit.

As you wish:
Florida 843.021 Unlawful possession of a concealed handcuff key.
Of course... it only applies if you are in custody.
As I understand the statute (IANAL).... If you have a handcuff key and are handcuffed for any reason (even temporarily counts as 'custody') you must immediately declare it to avoid a felony charge as related to this section of code.
Note: You can be detained, handcuffed, and 'in custody' with out actually being charged with a crime. This happens when police for their 'own protection' handcuff suspects until they can work out the situation and later determine not to arrest you.
Generally though... I've been unable to find a specific possession statute for simple possession.
