looks like a standard wafer lock to me, try using less tension and set one wafer at at time searching out the stiff wafer.

I haven't tried to pick one of those before, but if it were me I'd try using jigglers to pick it. Shimming might work if you want an alternative to picking it.

that lock probably weighs very little, its made of sheetmetal stampings, and the keys while looking like pin tumbler keys are actually just opening a simple warded padlock spring mechanism. its a cheap trick. if there ever was a lock that a gunshot would open this is it.

Try yelling at the lock really loud - it looks like that might work on this lock :D

If it is a wafer lock, then you can't "pick" it. There are no pins or wafers to manipulate.

To pick this lock you just need to file a piece of metal so that the tip matches the shape of the tip of the keys and the rest of the metal is no thicker than the thinnest part of the key. That should open every lock of that type.
