I have some further findings. I didn't drill out the core retaining pin on a lock, but used a pin from from a subassembled CISA padlock kit. With this pin and the factory key, the pin is resting on the bevel. On the key cut with FC11012 cutter, the pin rests on the tip. As a test, I took a file and filed out the root of the cut to a sharp point on all the cuts, and the key still worked fine.
With the pin resting on the bevel, the spacing positioning would be more critical. I think this is why most manufacturers implement a system where the tip of the pin is flattened, and there's a slightly wider root cut. With the flattened pin system, slight spacing imperfections aren't so important if the root cut is slightly wider to accommodate faults in key cutting or incorrectly drilled chambers in the plug.
