Yes, that is a model 1951. Yes, the black dial version was made first. Yes, the green dials were made later.
As for when the changeover occurred, I am unsure. But if I recall correctly, all of the model 1951 locks were stamped PAT PEND. (Patent pending).
I also strongly recommend you be careful and precise when you change the combination. Keep that shutter open when you close the lock and try the combination a few times, keeping that shutter open when you close the lock. When you are confident that the combination works, then you can let it close. If you lock the padlock and the combination change did not work right, you can still recover if that shutter is open. If not, you have a nice paperweight.
By the way - that is in fantastic condition. Congrats on acquiring it!
