I would just pay whomever is it whose key you have lost.
It is possible to obtain those blanks, they are not restricted, but you would have to order them from Corbin-Russwin in box quantities of 50 blanks, they are specially coined with the "Do Not Duplicate" instead of the usual logo by the factory.
Then you would need to obtain a set of metal stamps to stamp the "B" on the key.
Total cost: $100 for the box of non-standard keyblanks and $120 for the metal stamps, both plus shipping.
If you returned to whomever it is a key that does not match the one they issued to you, it will look even more suspicious than admitting to losing it and paying the missing/lost key fee which was mutually agreed upon.
