It looks like it works to keep unauthorized people out of whatever is beyond the gate. Not familiar with that system. But as I am certain that you would know how to open it if you were authorized to use it, am concerned that you are seeking help to access a place that you should not be getting into.
Please give us more information as to why you feel you should be getting in there if you want any help.

Old gate on old (now new) owned property. I wouldn't be posting if it was something you "were not" supposed to be doing... Is anyone familiar with this?
As much fun it is to kid around, to answer your question, that is some variation of a mutli padlock multi custody mechanism where any one persons lock will allow access without having all key holders present.
Thanks for the reply. I went back out and tried to pull the top back but I think I'll need some assistance with that come this weekend cause its just covered with rust. Nothing seems to want to move sadly...
Interesting, One thought was LOTO(Lock Out Tag Out, ALL need to be removed before the gate will open), when first seeing with all the padlocks. Posters photo doesn't show holes for locks, thinking it was a mechanical combination lock, lift 1, 2 and 5 to top and Number 6 to the middle, and she opens, was going to say try pressure on the gate and lift each and see if combo could be determined, if so, it would likely have false gates(No pun intended), where are the holes? In the photo with all the locks, the 175 appears to be the weakest? This system is only as strong as the weakest lock? Interesting, where are the holes?

Until the OP gets us more pics, we are not sure exactly how it works.
