Most likely it has three wheels, especially since you have four numbers. The dialing is like with a normal modern combination locks. At least the 4th time left to the first numbers, the 3rd time right to the second number, the 2nd time left to the third number and then right until the dial stops. The last step does retract the bolt. Because the last step stops itself, the 4th number can be ignored if done correctly.
What might not be ok if you tried it exactly the same way?
1) The combination was written down with the wrong dialling direction. In this case: 4th time right, 3rd time left, 2nd time right, 1st time left and finally right until the dial stops.
2) All the grease died and the fence lever is stuck. In this case dial in the combination with the first or second method, but don't turn the dial until it stops. Turn it only until the lever nose is at the opening of the disc connected to the dial. My guess is, that it is around 55. You might be able to feel it or you need to take some chances. Use a rubber mallet or preferably a dead blow hammer and apply some strikes slight to the top right of the dial ring. This will hopefully convince the lever to fall down.
3) In the very unlikely case, that it is a 2 wheel lock, the dialling sequence is 3R, 2L, R to stop, the reverse sequence 3L, 2R, 1L, R to stop. You can combine this change with the mallet.
4) Your combo might be wrong or the lock defective.
