I don't see that anyone has mentioned this yet: the numbers on the wheels/flies also give the order for the wheel placement. It is good to make sure those are in order.
1. What I would do: set all wheels to 0. Put the wheels back together
2. take a pen, or allen wrench or something. Spin the top wheel around until it catches all wheels, then see how far off each wheel is
spin the wheel again around the other way, catching all wheels of course, and check again. See if the "error" has changed, how much different it is in each direction.
3. Adjust the wheels, repeat step 2 until they align in the desired direction. Then put the wheels in the lock, and test your new combo at least 3 times before you try assembling the lock and closing the door. Never close the door without triple checking you have put everything together correctly, no screws missing, etc!
Another option is to simply leave the wheels out of the lock, then it will open whenever the dial passes the drop in area. I hate when locks completely lose parts, hang them up in the vault area so they don't get lost or something like that.
