That's really cool, government auctions can be odd at times, many years back I bidded upon and won a lot of government surplus property from the City of Hollywood FL, a few days after the bids where opened and I was notified of having won the lot, I received a call from the City of Hollywood purchasing department, which authorized the auction and sale of the "surplus" property advising me of a "slight" problem with the sale.
Turned out they placed up for bid a working UHF repeater voting system that provided coverage to the West side of the city, I was on-site when we where removing the repeater and pointed out to the guy from the city that the system seemed to be carrying traffic, he checked the "asset" tags and assured me the equipment was surplus and I really needed to move along and get it all out of the communications hut as he had better things to do.
Afterwards they (the city) huffed and puffed and wanted their gear back for what they sold it for, but after threating to sue me and the guy who bought the tower and then realizing that will take years to resolve and having their police and fire personnel unable to use their handheld radios out West, they decided to cut a couple of rather generous checks and put the problem in their rear view mirror.
