Since it is not *your* safe, have the actual owner call Mesa and be ready for them to not be overly helpful, they cant tell over the phone if you're a new home owner or someone trying to get into their fathers gun safe or into grandma's Oxycontin. They may have you fill out paperwork signed by a notary public found here:
http://www.mesasafe.com/customer-care/lostcombo.html or have a real locksmith who is on file with them come out and call them with the serial number, then they'll give the combo it was shipped with and hopefully it is still set to that factory number, and hasn't been changed over the last 20 years by a past owner or whoever installed it.
