Based on the long hinges and hinge pivot point location, and distance from dial to handle as well as the L shaped downward facing handle, and that it is a Yale lock, it points in the direction of this being a Victor fire safe.
The lock would be a Yale OC5 or (some resources say it is an OC9, but starting to think this is a misprint) hand change friction fence lock.
I think your lock is going to be 4R-3L-2R-1L till dial stops (not to 0)
Turn dial Right passing first number 3 times, and stop on first number 4th time around.
Turn dial Left passing second number 2 times, and stop on second number 3rd time around
Turn dial Right passing third number 1 time, and stop on third number 2nd time around
Turn dial Left until it stops, this should be around 10 on the dial.
