Peerless and Lacleaf make through hardened chains for about $9 or $10/ ft.
I make my padlock hasps out of used crusher screen. If you have a forge, you can straighten out a coil spring from a old car and make your own chain or a linked bar. You heat it red, shape it, and drop it in used motor oil to quench.
My buddy's garage is a former body shop. It has chains cemented all over the floor that used to straighten car frames. If you really wanted, you could core drill some holes and grout some chain.
They make these massive 5/8" to 1" thick D rings to drag or chain down heavy equipment. Weld to some plate and wedge anchor to concrete.
