are these templates any good?

When it comes down to it there is nothing better than manual tools for your Lock pick Set, whether they be retail, homebrew, macgyver style. DIY'ers look here.

they are lifters/rockers.

Because the set that someone made that template file from had 10 picks with different shapes for different occasions and lock bittings.
