Padlocks do take more time to make into a cutaway without machineary, they are very doable with hand tools but it requires a bit more skill,
You may like to try a process called chain drilling, this is where you mark out where you want to cut then centre punch along that line at spacings half the diameter of the drill, drill each centre dot and youll find the block of material is now cutaway, its simply a process of cleaning it up with a dremel bit in your drill (i know you dont have a dremel) or hand finish it.
