Do these types of locks have a visual decoding hole in the back, if there is any hole that shows the edges of the dials, you can put in an combination that aligns the dials at that hole, and then extrapolate the data to the actual combination by adding or subtracting until the line up arrives at the correct place under the fence.
as far as just opening the locks, that keyhole is probably the usual masterlock easy pick cylinder. you may need to make some tiny picks, and sand them well, as tiny keyholes are not the place to put roughhewn picks in.
