If you want to go cheap, making your own is the way to do it. You can buy a value pack of hacksaw blades for cheap and make about a dozen picks from them. For tension tools, as mentioned many times on this forum find an old windshield wiper and rip the metal insert out of it and cut it to size.
You could make a hook and half diamond pick in about an hour for about $5 or less, depending on which tools you already own.
