I think he may mean some companies particular name for a collection of picks. Peterson's Master Tri-fold Set comes to mind.

Southern-Ordnance makes pretty good tools however; the PERSON picking the lock is the most important variable in the equation.

Short answer
Lever locks: no
Pin tumbler locks: yes
Suggestion: Read the MIT guide, and the FAQ threads here to get a better understanding.
