When it comes down to it there is nothing better than manual tools for your Lock pick Set, whether they be retail, homebrew, macgyver style. DIY'ers look here.

Hey, i've been looking around this site for a while, searched a couple times, and I still need to know, How do I make a pick set? I've never picked a lock, I've read a few tutorials, but I really wanna pick some locks. I don't have any money for it, and I DON'T HAVE A GRINDER. So i have no idea how to start. Any help is appreciated.

keep searching, the making picks video is listen on this site more times than I have yelled at new users for not searching.
BTW, without a grinder, go get a hand file and enjoy the LONG process of hand grinding them.

Without a grinder, you get three choices.
Start looking for things that can substitute for picks, or can easily be made into something resembling a pick. There are a few threads on this topic.
Your other two options are:
1. Dremel moto-tool.
2. Files and loads of time.
My honest recomendation is to simply get access to a bench grinder. Find someone who has one, and get hold of some hacksaw blades.
If you can't get the grinder at all, find some files, be be prepared for sore hands, callouses, and a lot of time.
That's about the long and the short of it really.

well, you COULD get a 10,000$ one, or get a dremmel.
OR you could just get a normal cheap grinder and use that. Lord, start searching or I will just disable your ability to post for a little while.
