In the instances I've seen it (bogotas) it's what describes whether the spiky part points up or down if the bendy part is pointing down (following the shape of the hand).
I guess they call it "Euro twist" because in many Europe countries locks are rotated 180º compared to American locks.
The term would apply only to tools with an orientation in the handle.
