http://www.ilco.us/media/856844/v3/File/ultracode-user-manual.pdfI think you will also need software such as InstaCode in order to talk to the key machine, but you would enter the cuts, not a VIN, there are website services that you pay for that you'd give them the VIN and they give you the key cuts or the indirect code that you then type into InstaCode and it tells the key machine via USB cable which cuts to make and how deep.
