Does anyone know of a good software package I can purchase. That would allow me to obtain auto Key codes and skim codes here in Canada? I am having difficulty obtaining these codes from certain dealerships.

No stand alone software is going to do what you require.
You can purchase a DMAX and pull PINS and program keys to most all Chrysler products. It does not have complete coverage, but has more than anything else since it can be used to EEPROM the ones that can not be read via the DLC.
There is no software that you can purchase to produce key codes from VIN numbers on most vehicles. There is one available for some kia/Hyundai and some Nissan, but the price makes it cost prohibitive.

Where I am from i at least know some automotive locksmiths has a box they can connect to the OBDII plug on some/most cars and provided they have a correctly cut key, they can start it even if the chip in the key doesn't match and/or program it.
