We charged about the same in CA, around $75. In WY its about $60.
Locksmith Ledger puts out an annual price survey. If you Google average locksmith costs, you'll get a lot of info that can help you set your prices.
Make sure when people call you and find out you charge more than $19.99, you point out that they will be making their money one way or another; and that there's a good chance a $19.99 is a scammer.

I been telling people if they call a locksmith and the phone is answered with "Call Center" it's best to hang up

I would agree with that completely. I also see that as a chance for good competition in my area. As I said, the only competition is a local locksmith and when you call them it always gets answered by a call center. They're probably expensive, but I do know they aren't scammers. I think it's a three or four man operation.
