Since there is no specific legislation nor regulations covering locksmiths in the UK, I doubt any 'association' will be guaranteed to curry favour with the groups you mention, although individuals may be impressed by one or other.
There are many associations, some generally considered to be more 'authentic' and valuable than others. MLA is usually thought of as the top of the heap - although the training is more expensive and membership fees are higher than many others.
On the other hand the training is said to be more thorough in terms of general locksmithing than others.
It's pretty much take your pick though, as many training courses will cover the basics. With MLA, you don't get to learn opening techniques until you have completed the five day general course - one reason why it works out more expensive.
I think it's reasonable to say that, among all the locksmith associations, MLA is probably the most highly regarded - which is not to say that it does not have its critics, nor that every top locksmith is a member of it.
Not sure how helpful that is, but there's no real cut and dry answer to your question.
