He has another video posted (
here) that's much clearer in showing what's going on with the tool.
It looks like he's using a pick that has slideable pins in each of the lever positions, and that the pins self-impression as you wiggle the tool back-and-forth (he's using the clutch on the drill to accomplish the same thing at a faster rate).
The tool's using a different principle for how it's impressioning but, with its slideable pins, it looks like it's constructed in a similar vein to something like a
tubular lock pick. (Only, in this case, you need two tools because alternating "throws" of the blot use alternating sides of the actual key: each tool impressions one side of the double-bitted key.)
