I have a template that can be used to determine height of the bitting from the bottom of the blade. Is there something that tells me the dimension from the shoulder to the center if each bitting?

If you are asking how to measure the spacing cut to cut on any given cut key, the easiest answer is with a pocket optical comparator. Think of a magnifying glass but the glass is etched with a ruler. Bout $100 bucks online.
