Needed key or blank for 3021 rooftop cargo carrier

I live in the gta area in Ontario and I’m wondering if anyone would know where to find a replacement key or a blank that would work on the 3021 lock. There is no visible indication of the make of carrier but it is very similar to the Sears x-cargo rooftop cargo Carrier.
