I think it is. Overlifts and then you throttle the tension to allow the wafers to properly align. If you overlift too much though, you can damage the lock and suddenly the $700.00 looks like quarters.

No its not a overlifter, its a rake, it does overlift for 2 types of lock (i think) but its basically a rake tool, trust me i know.
