why are sutter locks continuously made with the same fundimental flaw
the makers of these locks must know how easy they are to bypass so why not change the design

You will find that many new makes have overcome this flaw, even the proprietry brands sold by the likes of sks

the short answer is cost cutting and price control. Even an additional couple of cents per lock when they are made in large numbers adds up to a fair bit money. Also, customers do not understand the difference in quality/security between a €3 lock and a €60 lock so they opt for the cheapest thus lowering the demand for a better solution.

I can't remembered who said it but, security should be designed as an onion rather than an egg. The egg design is such that when you break the security you are in. The onion design is such that you can break the first layer, then you have to break the second layer, and so on. A shutter should only be one component in an overall security design. As a locksmith, that is where you can add value for your customers by advising them on overall security as well as locks.
