Combolock Q

At my school we used master combonation locks and i thought i oughta pick it
considering there is a keyhole in the back. So i take my lock off of my locker and start picking after about 20 secounds and a lot of tension i got the plug to turn but the shackle didn't pop i was a little dis appointed but mostly confused. I tugged on the shackle nothing.. whats going on here?

I used the search button...the lock wasnt on my locker and i can get a new one from the office for 1.50$ so "you picked it the wrong way" I turned the plug the wrong way? thanks?
