Making a tubular pick isn't as hard as it seems, but you will need a steady hand and a light touch with the dremel.
Once you have the proper diameter tube, you have to run 7 or 8 grooves down the side for the picking fingers.
This is the hardest part of the entire operation. A jig, a lathe, or a milling machine would help but you can do it all by hand with nothing but a good eye, a steady hand and a dremel.
Spend some time looking at the comercial ones, and you will see how to do it. Not to mention that someone in here wrote a tutorial on how to make just such a critter.
